Barbara was born in El Paso, Texas. She lived in Mexico City for
approximately 17 years. She is fluent in Spanish. Barbara obtained
her bachelor's degree in Marketing and International Business from the
University of Texas at El Paso. She received her law degree from the
University of Wisconsin Law School, Madison. During law school Barbara
worked as a legal clerk for American Family Mutual Insurance Company in Madison,
Wisconsin, as well as for the Eighth Court of Appeals for the State of Texas.
